Heartland Enterprise Centre Singapore (HECS) is a subsidiary of The Federation Merchants’ Association Singapore and was set up with the support from Enterprise Singapore (ESG) as a dedicated resource centre to champion the rejuvenation of neighbourhood town centres and to grow heartland business.
